Resolution no. 12-84 declared Commerce to be in a state of fiscal emergency, and it also discussed layoffs and the placement of a general tax measure before the voters. I have a few questions about this:

1) Was the tax passed, adopted, end implemented? If so, when was the tax scheduled to be repealed or reduced to the same level as before the emergency (if at all)?

2) Were the layoffs reversed? In other words, did the city at any point return to the same staffing levels as before the emergency?

3) If any of these things did occur, when did they occur?

Good afternoon Ms. Selden,

Please see below for the City's response to your questions:

1) Was the tax passed, adopted, end implemented? If so, when was the tax scheduled to be repealed or reduced to the same level as before the emergency (if at all)?  The ½ cent sales tax measure passed.  It does not have a sunset or end date.

2) Were the layoffs reversed? In other words, did the city at any point return to the same staffing levels as before the emergency?  The City returned to the same staffing levels with modifications to the positions and organizational structure.

3) If any of these things did occur, when did they occur?  The tax passed on 11/6/2012.  The tax was implemented on 4/1/2013.  Staffing levels were restored in December 2014.
