The following records or materials are requested. All pertain to red light camera systems. 

Signed copies of all 6-1-17 or later updates, amendments, extensions, renewals, or revisions to the City's contract with Redflex (I previously have requested a copy of everything prior to then), and copies of all correspondence relating to same regardless of whether the update, etc. was finalized or only proposed, where the date of the correspondence was 6-1-17 or later.  (In a Redflex reply to a records request I sent you last year - which you forwarded to me on Oct. 25 - Redflex noted that they could not provide copies of correspondence.  Would you please look in the City's records and provide that correspondence?)

B(1)(a). For each "intersection approach" or "approach" (defined as a red light camera or cameras monitoring any or all lanes of traffic entering an intersection from a single compass direction) within your jurisdiction, the tabulation or tally of violations recorded and discarded, and of citations issued (report title:  Customer Management Report), during the following calendar months (separately, one calendar month per report):  Oct17, Nov17, Dec17, Jan18, Feb18, Mar18, Apr18, May18, Jun18.

B(1)(b). For each "intersection approach" or "approach" (defined as a red light camera or cameras monitoring any or all lanes of traffic entering an intersection from a single compass direction) within your jurisdiction, the tabulation or tally of violations recorded and discarded, and of citations issued during the whole of calendar year 2017 (report title:  Customer Management Report).

B(2). Please provide the Redflex Redlight Offender Statistics ("RROS") report (tabular version, or if not available, the bar graph version), for all approaches, for the calendar month May18.  The Redflex reporting system generates this report as a color pdf or xls and this request is for the report in one of those digital formats.

B(4).  For each "intersection approach" or "approach" (defined as a red light camera or cameras monitoring any or all lanes of traffic entering an intersection from a single compass direction) within your jurisdiction, the Right-Turn-on-Red Report, or equivalent, for the most recent full calendar month available or, if a calendar month report is not available, for the most recent period of any length.

M.  Invoices submitted to the City by Redflex for services rendered during the months of  Mar18, Apr18 and May18, and evidence of payment such as a voucher, check stub, etc.

P(1)(a).   The latest version or revision of the "uniform guidelines" and the "procedures  to ensure compliance with those guidelines," as required by CVC 21455.5(c)(1).

P(1)(b).   The latest version or revision of the "controls" required by CVC 21455.5(c)(2)(F).

P(1)(c).   A copy of the current "Business Rules," or equivalent, for the operation of the red light camera program.

P(2).   A copy of the most recent audit (or equivalent quality control report) of the red light camera program's ticket processing and issuance, where the subject matter may have included, but was not limited to: 

(a).  Tickets issued to registered owners who were an obvious age and/or gender mismatch with the driver shown in the "face" photo, or 

(b).  The handling of violations where a plate number was legible but Redflex was unable to obtain from the DMV the name and address of the registered owner and referred the incident to the police department (marked "incomplete details" or the equivalent) so that a name and address could be obtained from the DMV by police department personnel.

R.  The annual report covering calendar year 2017, as required by CVC 21455.5(i).

T.   All documents or materials created or amended 8-1-17 or later (including but not limited to work orders, memos, reports, emails) regarding changes, even if only proposed, to the signal timing at an intersection having a red light camera installation.

This request is for copies of the above records or materials, to be emailed to me. However, if any of these documents are not available in electronic format, please mail them to me.

Your attention is drawn, in particular, to Government Code Sections 6253 and 6253.1. If there are any public records that you seek to withhold, please state the reasons therefor. In addition, you must assist requester in identifying public records and information responsive to this request; and you have an obligation to "[p]rovide suggestions for overcoming any practical basis for denying access to the records and information sought."
